In Italy, the regulation of heat cost allocation in centrally heated buildings is covered by D. Lgs. 102/2014 and D. Lgs. 141/2016, and D. Lgs. 73/2020, as well as the technical standard UNI 10200:2018. Aligned with the EU Energy Efficiency Directive (2012/27/EU), these laws make individual heat metering mandatory wherever it is technically and economically feasible.
Heating expenses are divided into two parts:
By law, at least 50% of total heating costs must be allocated based on actual consumption, while the rest covers shared system costs, such as maintenance, fuel and operation. While condominium assemblies may adjust the ratio (typically 50–70% variable/30–50% fixed), they must always respect the minimum threshold.
Even apartments that are disconnected from the central heating system still contribute to the fixed share because they benefit from residual heat dispersions. The fixed portion is usually distributed according to millesimi di proprietà or other criteria approved by the assembly (a majority of 333 millesimi is required). Non-compliance can result in administrative fines ranging from €500 to €2,500 per unit.
