Understanding EPC requirements for UK commercial properties (2025–2030).

Among other things, EPC data also plays an important role in wider compliance obligations, including Minimum Energy Efficiency Standards (MEES) and Energy Savings Opportunity Scheme (ESOS) assessments, making them a key foundation of a building’s overall energy strategy.


Current EPC & MEES requirements.

Under current MEES regulations:

  • All commercial properties in England and Wales must meet a minimum EPC rating of E to be legally let
  • A valid EPC must be in place for any property that is sold or leased
  • Properties with ratings F or G cannot be legally let unless a valid exemption is registered

Failure to comply with EPC and MEES requirements can result in financial penalties and enforcement action, as well as restrictions on letting affected properties. 

What’s changing from 2025–2030?

The UK Government has set out a clear trajectory to tighten EPC standards over the coming years:

  • April 2025: All let commercial properties must have a valid EPC, including those with existing leases
  • 2028 (proposed): Minimum EPC rating expected to rise to C
  • 2030 (proposed): Minimum EPC rating expected to rise to B

These changes mean many properties that are currently compliant will require targeted upgrades to remain lettable.

Why EPC standards are tightening.

EPC and MEES reforms support the UK’s net‑zero 2050 targets. Commercial buildings are responsible for over 20% of UK carbon emissions, and improving building efficiency reduces energy consumption, operating costs and emissions.

Raising EPC standards also brings EPC, MEES and ESOS requirements closer together, helping organisations take a more strategic and data‑led approach to building energy performance.

 

EPC methodology updates.

Recent EPC methodology changes, including SBEM 6.1, place greater emphasis on:

  • Actual energy performance
  • Updated carbon factors
  • Detailed assessment of building services and controls

Future updates are expected to increasingly favour low‑carbon heating technologies, improved insulation, advanced lighting and smart controls, making early planning essential.

What property owners should do now.

  • Check whether your EPC is valid and up to date.
  • Identify buildings rated D or below and assess upgrade options.
  • Plan improvement works to meet EPC C (2028) and EPC B (2030) targets.
  • Use energy modelling to understand the impact of improvement measures before investing.
