Current MEES requirements.
Under current regulations:
- Commercial properties must have a minimum EPC rating of E to be legally let
- Properties rated F or G cannot be let unless a valid exemption is registered
- MEES applies to both new and existing leases
- Non‑compliance can result in fines of up to £150,000 and public enforcement action

What’s changing from 2025–2030?
Government proposals signal a continued tightening of MEES requirements:
- 2028 (proposed): Minimum EPC rating expected to rise to C
- 2030 (proposed): Minimum EPC rating expected to rise to B
- All leased commercial properties expected to hold valid EPCs
- Compliance windows between 2025 and 2030 to evidence improvement activity
These changes mean many currently compliant buildings will require planned upgrades to remain lettable.
