From 2025, commercial buildings in the Netherlands with more than 20 parking spaces will be required to install at least one charging station. New buildings and major renovations of buildings with more than 10 parking spaces will be subject to stricter requirements, such as preparing charging points for 1 in 5 parking spaces.
These obligations are laid down in the European Energy Performance of Buildings Directive (EPBD III) and the Building Environment Decree (Bbl).
Amended obligations from 2026
The first requirements of EPBD IV will apply from mid-2026. More new buildings will have to be equipped with charging stations under the new requirements. Charging infrastructure will also be mandatory for parking spaces at existing commercial and industrial buildings.
