ista's innovative technology enables effective management of heating costs. Our radiator meters offer transparency, accuracy and ease of use for everyone.
Being aware of your own energy consumption is the first step towards efficient and climate-friendly use of resources – and the key to fair cost allocation. Our equipment accurately measures the consumption of all types of radiators, ensuring a fair allocation of heating costs. By determining individual consumption, each tenant pays for the heat they have actually consumed, rather than a share of the total heating costs for the entire building, as would be the case with a flat-rate calculation based on square metres. ista's heat cost allocators display consumption data clearly and user-friendly and can be easily read via radio technology.

Our electronic heat cost allocator doprimo 3 radio, also known as a radiator meter, is already making buildings future-proof. It combines all the familiar features of the doprimo generations with a built-in wireless interface.
The radiator meter is fully interoperable, can be read remotely and also offers the option of easily viewing the meter reading on the display.
The powerful technology enables bidirectional data transfer in network mode, allowing data to be transferred smoothly in various ways.
The daily readings of the doprimo 3 radio are automatically read out every week. This means that even when moving house, an accurate bill can be made with the exact meter readings.
Radiator meter is battery-powered for up to 10 years
Fully complies with the requirements
Encrypted and fraud-proof data transfer in accordance with the GDPR
Reliable billing through automatic consumption recording
Automatic data transfer to the ista billing system
Detects dismantling and fraud
Large storage capacity for data from the last 14 months

Our smart heat cost allocator is the perfect device for remotely recording and monitoring heat consumption in buildings with block heating. Together with consumption-based billing for each tenant, you can be sure that everyone only pays for their own consumption.

A heat cost allocator, also known as a radiator meter, is a device used to measure individual heat consumption in buildings with block heating and is mounted on radiators.
This device has two sensors. One sensor measures the surface temperature of the radiator and the other sensor measures the room temperature. The heat cost allocator starts recording consumption as soon as the activation temperature of the radiator is reached and there is a necessary temperature difference between the radiator and the room in which the radiator is located.
Two versions are available:
The compact version: this is mounted directly on the radiator.
The version with external temperature sensors: in this case, only the radiator sensor is mounted on the radiator, while the main unit is mounted separately on the wall and connected via a cab

According to European regulations, heat cost allocators are installed in the centre of the radiator, at 25% of the height of the radiator, measured from the top.
Residents can easily monitor their energy consumption using the Monitoring service. In the ista Webportal and via the app, they can compare their monthly consumption with their own historical consumption, with the average consumption in the building or with the outside temperature.
Residents can also read the meter reading of each heat cost allocator directly on the device's display.
Yes, this is possible. In the app, residents can view different billing periods and compare them with each other. This allows them to see whether they have used more or less heat or water over time. This helps them to be more conscious of their energy consumption and to save energy.
In the Netherlands, heat consumption per user must usually be measured separately and distributed fairly. This is stipulated in the Heat Act.
In short:
Does a building have a communal heating system or heat network? Then consumption per dwelling must be recorded.
This can be done with individual meters. If this is technically too difficult or too expensive, heat cost allocators (per radiator) can also be used.
The aim of the Act is therefore always to ensure that everyone pays according to their own consumption, using a measurement method that is appropriate for the building.
